On the other hand more so the question, what if they are not tampered with and show true signs of a paranormal event, the only person who would truly know is the one who took the footage in the first place. I have seen this often when they send a signal from a satellite or across the internet, parts of the picture are left behind whilst it tries to keep up with bandwidth and move the majority of the picture forward. I have seen this a lot, it is not some creature morphing, it is simply digital slowdowns in the picture losing frames and leaving behind a previous frame as the person moves.
